GE clothes washer will not spin, oily substance under motor area.

You may want to access the control console and retrieve the Tech Data Sheet and review the error codes logged by the memory chip on the control board. It'll give you a good place to start the diagnosis and repair. The oily substance, could be residual grease or oil from the production of the washer, but you will want to remove the pulley, belt and motor to check that the Gearcase hasn't had a seal failure and leaking oil into the motor and clutch assembly causing the Gearcase to malfunction and not spin.

Lid latches, tub can be turned by hand.
Tub starts to spin, makes a few thumping noises then stops.

Jogrodz, The noise and no spin situation is most likely due to a problem in the mode shifter/clutch assembly, as long as the belt and pulley are OK. Use the tech data sheet to review the error codes, check the belt, mode shifter and clutch. If all's OK, you'll need to consider a new control board, there could be a "glitch" in the board circuitry that's causing the washer to stop spinning because of a "false" off balanced load.
