Maytag Electric Double Oven Model CWE5800ACE. Top oven will not heat. Control pan and clock seem to be working and temperature can be set but oven does not heat. The lower over works fine.

Could be that the hi-limit thermostat is open (limit switch) Item 25 in Section 1 (I think).
