stove top and broiler works but oven won't. ignitor glows red, no smell of gas

You'll need to check the amperage draw or low voltage at the safety valve to properly diagnose a weak igniter. Just because a glow bar igniter glows, doesn't mean it is producing the proper circuit to open the bi metal switch in the valve. When the igniter is glowing, it needs to draw 3.2 to 3.6 amps, or produce 3.2 to 3.6 VAC at the wires on the terminals of the safety valve. Of course you could replace the igniter, it's the most likely issue, based on your post description.
