Just because a glow bar igniter glows, doesn't mean it is producing the proper circuit to open the bi metal switch in the valve. When the igniter is glowing, it needs to draw 3.2 to 3.6 amps, or produce 3.2 to 3.6 VAC at the wires on the terminals of the safety valve. Of course you could replace the igniter, it's the most likely issue, based on your post description. Part number: AP4041245
