The drain solenoid is staying activated through all cycles. I replaced the pump/motor assembly, the solenoid with a known good one, also the timer. What else could possibly cause this?

Have you replaced the timer with a new one or you just think it's good?

Most likely the problem is a bad timer. You have to replace it the new part.

- The part number for the timer is AP2039699

Here are the breakdown diagrams and Replacement parts for GE GSD2020Z02BB | AppliancePartsPros.com

Remove the toe panel and check how the power cord is connected to the dishwasher. Very likely there is a reversed polarity: the neutral from the power cord is connected to the dishwasher hot and the hot from the power cord is connected to the dishwasher neutral.

I do not see what else could cause it. Maybe somebody else on the forum can find the solution.

If I understand your comments, apparently the drain solenoid stays on all the time, independent of timer settings. If so, look for a shorted wire near the timer. You probably will need a meter to check where the shorted wire is.

Has this unit ever worked properly?

The reason I ask is often people buy or are given a unit and someone has gone in and messed up the wiring.

Do you have a wiring diagram?
If yes could you scan it and add it to a post?

Disconnect the timer, now is it activated?
