We have a Kenmore, model # 3638751581 refrig/ freezer. The freezer is on top and it has stopped getting cold. The fan seems to be blowing but there is no cold temp at all.. The bottom refer appears to be working perfectly.

It is just a matter of time before the fresh food section warms up as it gets all it's cooling from the freezer. Is the compressor running? Usually you can hear it also you should be able to feel it vibrating and it should be warm. If it is, remove the rear cover in the freezer so you can see the evaporator coils. If they are heavily iced/frosted over, you probably have a defrost problem. If there is just frost in one area usually where the freon enters the coils you rae probably low on freon.
