Washer was sent to maytag repair man to fix a seal, then it sat for 2 years. Tried to turn on a month ago would not turn on. I got it out yesterday to see whats wrong. It starts will agitate with mini load, but will not agitate with any other size load, and the spin seems somewhat sluggish.

That washer is an Amana design. They had problems with tubseals only lasting a couple years. Did the Lonely Maytag Repairman replace the belt when he did the seals? I'd check the belt first and the idler tension.
