Hi, my electric dryer is heating a little , then the heating element turns off and several seconds it turns back on. It continues to do this. I have cleaned exhaust hose, it did have a birds nest in it. But it still continues to cycle on and off. Can you please help with this issue ?

There are a few posabilities here, either a shorted heating element, an overheating dryer, or a bad cycling thermostat. Flip the top up,and remove the heater and see if it was warped and shorted. Part AP4242494. If ok, replace the cycling thermostat located on the blower housing.

Thank you, can you tell me what the resistance should be on the element? The element doesn't looked scretched, but the top of element doesn't glow like the bottom of the element does !

Remove the element and replace it, it's shorted to the housing.
