No hot or cold water. Changed temperature switch. No help. Changed water inlet and sensor just in case and no help. Get 120v at cold valve with switch set at "Cold", but only getting 2v at Hot valve when switch set at"Hot'. Checked resistance on Inlet assemblies and they are the same on both new and old. Is new switch bad the only option left?

Question should read no Hot or warm water.

First rule out bad hot valve.
change the wires from the cold valve to the hot valve. run a cold cycle and see if hot valve opens.

I had actually switched the hot and cold inputs before installing the new switch. Not having a wiring diagram. I changed the valve assembly thinking maybe the sensor might be able to shut off the hot if the sensor was bad,

this model does not appear to have an actual temp sensor
it is controlled by the water temp switch

ok so when you had the wiring backwards did the hot water work?

Yes, I had hot water with the cold line connected to hot valve input

Ok so the valve is not the issue.
Like you said you were only getting 2 volts to the hot water side.
Therefore your water temp switch is likely the culprit here.
Now for the bad news, whirlpool has discontinued this part.
It may be available with a search thru the web or other secondary aftermarkets.
The part number you will nee to look for is 8571735
