Yes, I installed it correctly. It's almost as if there is something keeping the brake from going up or compressing the spring that is inside the brake. May take it apart today and see what is going on inside. The shaft of the transmission will turn without turning the brake.

While not running, you can move the bottom of the agitator in either direction?

Yes, if I grab the upright portion. If I grab the very bottom next to the tub, it turns the whole, tub and all, in either direction.

If you have the lower pulley on correctly, your transmission is likely faulty.

OK. Thanks. Yes, I am certain that I installed the pulley correctly. Followed the directions that were included in the part.
