Since it stays in preheat the control board knows the temperature is too low but for some reason is not turning the elements on. I would open up the back and check just to be sure that a wire that is common to both element has not burned off (opened). Be sure to unplug the unit when doing this. You may also need a new keyboard overlay, sometimes they do not come off very easily.
