Sorry, my fault. You are right. 6 US gallons of water is for the whole cycle.
Unfortunately I don't know what else can be done remotely.

Thanks Gene. tonight i am going to run the entire cycle and double filling the water during each cycle (i.e., wait for it to fill and then turning the dial all the way around once). if this fixes the propblem, then i will suspect that it is the amount of water getting in. line in issue. if that does not fix it, then perhaps it is a combination of various things and given that the unit is 10 years old and the racks are rusting, it may just be time to bite the bullet and buy a new machine.

Urrr. so tonight i did a load. for every cycle when the water filled, i ended up doubling the fill time by opening the door and turning the timer one full turn and redoing the fill portion of the cycle. unfortunattely there were still dirty dishes on the top rack and some particles on the bottom. i am thinking these particles were rust particles from the racks. i think it is time to watch for sales on a new machine. back to the research board on machines.

so rather than sinking more money into something that may only last another few years with likely constant maintenance i look for sales on good machines. i ended up with the Maytag 8959 AWW. other than it was a PITA to install as the drain hose is only 5 feet and i needed 11 feet and no stores had the 12' version which is availabe. then the local plumbing store told me how i could make a makeshift fix, which worked in the end but not after several trips to the same store b/c he forgot to give me everything i needed.
in any event. my problem is now solved and my wife loves OUR new dishwasher.
