I cannot find a wiring diagram for this unit so am doing some guesiing.

CT1 is one side of the coil other side is probably connected to R2
R2 is one side of the contacts usually connected to the motor.
R1v is the other side of the contacts usually connected to power (L1)
You could check this with a meter.
CT1 to R2 should read the relay coil resistance.
CT1 to R1 should be infinite ohms (open)

When referenced to Neutral I think you should have 0 volts here as normally it is connected through the door switch to Neutral.

Again the following is just what is normal. There should always be power (when the timer is at a heating setting) at R1 when referenced to Neutral as it is connected through a set of timer contacts to L1.

Normally no but it depends where you are referencing it to.
When the relay pulls in you are closing the R1 to R2 contacts so there should be power at both. Since the relay does pull in and stays pulled in it is an indication that you do have power there.
This is what makes me think it's the switch that is the problem.
It sounds to me that your relay is OK.
Following is a link to a different unit but it shows how many Whirlpools are wired but it is still a guess on my part.
http://www.servicematters.com/docs/wiring/Wiring%20Sheet%20-%203401723.pdfI would unplug the unit, set it to mid cycle and check that timer switch 4 contacts are closed as they provide Neutral to the motor.
Be sure you disconnect one side to ensure that you do not read an alternate/parallel circuit path.
Also with door switch open you should read approximately 2 ohms from Relay R2 to W on the timer re: the 2 motor windings.
If infinite ohms I would say that the motor is toast.
