Thermal fuses and thermostat and elelment ok but element does not heat up

Hello fellow repair persons! The thermal fuses on the exhaust duct test ok as well as the thermostat on the side of the heating element housing. Above the heating element housing, there is a duct where the heated air flows into the dryer.On the side of this duct is a white ceremic part with two wires attached about an inch square mounted with two screws above a hole in the duct. It reads infinity ohms. Is this another thermal fuse? I can't find it in any parts list.

That is the heater thermal fuse, comes as a kit with the overload thermostat part # 279769
|
