I have a GE air conditioning window unit, when you turn the unit off the compressor still runs, ( the fan/blower goes off like it should)the touchpad also goes out (no light or digital numbers are showing) what could be wrong?

Bad control panel most likely The board uses a relay on it that turns the fan and compressor on. I would be willing to be that relay is shot on the main control board. Cheap chinese import boards . It may have gotten hit by spike or lightning. Is it under warranty? This year I have came across 3 units with bad motors all of them were LGs. Makes you want to run right out and buy a LG don't it?
