Push and hold the "End of Cycle Signal" button for 3 seconds. The controls should unlock.

The ability to lock and/or unlock controls is a safety option to prevent non authorized use of the washer.
More likely someone wanted to turn the end of cycle signal "off" and held it depressed for 3 seconds.
