My washer does not seem to rotate the clothes in a wash cycle. They seem to just sit in the same spot. When in the wash cycle the agitator turns back and forth a very short distance.

First I looked at the dogs. They are catching properly. With my hand turning the top agitator clockwise, it spins freely. Counter-clockwise it turns the bottom agitator and the basket. Should it also turn the basket? In videos Ive watched the basket does not turn with the lower agitator.

Watching it in a wash cycle, it looks like the dogs stay engaged, turning the top agitator back and forth (left and right), but never moving it around. If I hold it with my hand it will release on the back stroke, catch on the forward stroke, and eventually go all the way around but it takes a lost of agitations to do so.

Any advice greatly appreciated.
