The bottom stove baking element arced and blew up. I replaced it with a new coil element but now it will not turn on. Is there a fuse or another part needed?

I'd check the control board. When an element fries itself, it can pull a lot of amps and that can damage the relay that provides it with power. In this picture the bake and broil relays are the two small rectangular boxes on the far upper right side of the board. If you are good at soldiering, you can replace just the bad relay if that is the problem.
