I live in a condo complex. My upstairs neighbors got a new top load washing machine installed. They are a stay-at-home couple and run laundry every day. When the machine goes into rest mode, I hear a very loud buzz/hum sound which produces an intense vibration. It stops and starts this pulsing annoyance every 3 or so seconds for about 7 or 8 reps. This is followed by the machine kicking into the wash cycle and it's quiet at this point. Then a short time later the wash stops and that annoying cycle repeats.

Is this normal? I mean, prior to this replacement machine I heard nothing. My machine does not make any buzz and vibration when at rest during the cycle. I spoke to the tenants upstairs and they even said that the replacement machine is very loud and clearly not a new machine. Of course, what I hear is infinitely worse as it amplifies through my walls. The tenants are not the owners. It's an investor-owned property. The tenants had no choice in their replacement washing machine.

I called the owner and they hung up on me and told me never to call again. I spoke to the tenant and he said he likes to keep a low profile so as not to incur a rent increase. He said it took forever to get a replacement as their previous machine was so rusted and moldy. Apparently, the investor has a property management company or homeowners insurance to fix appliances. I have no idea who they are. If I did, I would call them and explain how annoying it is and remedy it. After all, the company overseeing the property is the one who put that bucket of bolts in there. Let them tend to it.

If I can get some suggestions as to what is causing this issue, I can then present it to the HOA Board and see if they can take some sort of action.
