Unit stopped cooling. Coils frozen. Cleaned underneath and defrosted. Damper Good, Heating Element Good, Fans Good. Compressor hot to touch after 4 hours and not cooling. Tested start relay and it failed continuity test. Capacitor passed test, Compressor leads test good for continuity and ohms between S-R is same as adding ohms from C-R and C-S together. (6.9+3.6=10.3 actuals). Bought new relay and capacitor and swapped out.
Just plugged it up 45 minutes ago.

1. How long does it take to cool freezer?
2. Should compressor normally be hot to touch?
3. If this does not work then what? Freon?
