I have a Kenmore 70s series dryer. It recently quit heating in addition to continually running even though the timer passed the "Off" section of timed dry. I'm assuming the issues are related. Any suggestions?

The model number is 110.66742501.

From your description I'd guess it's the timer. However sometimes a failed element will short to ground in a way that powers the timer motor continually. Usually that produces some heat however.

Run it on air dry, is there any heat at all? If not it's probably the timer. If you get it here you should be able to return it if it proves to not be the solution. It's a very easy fix. a few screws and you're done

How are you stopping it now? Does the timer have any position that stops the motor? Even if you turn the knob by hand slowly?

Thanks. I've replaced the time, but that didn't work. I also checked the voltage to the dryer and from the wall socket, but everything seems to be okay there. I did notice that the heating element might not be pulling any power, but would that have anything to do with the dryer not stopping?
