compressor is not running; getting ready to check connection from muthaboard to inverter for voltage. Should the voltage at the (J15)connection be between 4-6 volts? Does the refrigerator need to be plugged in to check this.

Is the compressor fan or evaporator fan running? You can check voltage at the compressor leads or pull up the wiring diagram and check at the control board. Voltage checks do require the unit to be plugged in...

Does the inverter on the compressor smell burnt, have any deformities or discoloration? Its sounds like it's the culprit.
