soapy water accumulating in front bellow tub seal

In our front loading washer, the front bellow tub seal doesn't seem to drain the water after a wash. After a wash, approx. 1 in of standing water is still present on the bottom of the boot. It takes a long time for it to drain. Is the drain clogged? If so, how do I unclog it? What chemical to use? How about blowing compressed air into the drain? Any assistance would be appreciated. Thanks in advanced.

You probably have junk accumulated in the drain pump/hoses. Take off the lower service panel and clean out the pump, that will likely fix things.
