Dryer stops 1 minute after starting with E1 error. Replaced thermistor -- still E1 error. Replaced thermostat and thermal cutoff -- still E1. Thermistor checks OK and wiring to control board checks okay. Is the Control Board the likely culprit?

I agree with you that the control board is the most likely culprit.
