This electric dryer has three heated cycles. Only one, the one no one ever uses, produces heat. I've studied all of the components that may be at fault but it seems than none of those are likely to allow one cycle to heat and not the other two. I'm thinking this would have to be the timer. Any experienced input would be appreciated.

Yes, that would be a faulty timer. The timer on this model is not very well made and is a common failure item on the low end dryers.
