I am having problems with the defrost on my refrigerator. I read Gene's post and it makes a lot of sense. One question is the defrost fan. When is it supposed to be on?? Is it constant or intermittent?? I suspect it may be my problem, but I don't know when it is supposed to be on.

You probably meant the evaporator fan? It should run together with the compressor if this is not an electronic operated model. Then it becomes more complicated.
