washer wont run start flashes constant.
flip breaker on and off washer starts and runs for a a minute then shuts off again. may start again and stop.
Pushing dry/ heat /dry / heat no effect.

The flashing start light is an error code. How many flashes between pauses?

No pauses, but it will start after flipping breaker then starts again no draining. I can get it to start pushing the buttons alot comes back to life some lights light but soon stops, with flashing start again.

Your touch panel is likely experiencing a failure. You may need to replace the control panel but there is a trick you can try first. Turn the power off to the appliance. Use a hair dryer to heat the panel up until very warm while rubbing very firmly over the buttons. Often times, this will restore operation. Be sure to get the panel very warm but not hot enough to damage the plastic. Let me know if anything at all changes, please.

I tried heating the control panel and rubbing no change. ( I can try it again harder).
I opened the panel were the circuit board is, the c-7 capacitor has the top raised, I believe this means it is blown. With breaker on the capacitors get warm but not hot. Breaker off a few minutes capacitors not warm breaker on washer starts drain / clear works drains washer. New normal can start but soon stops start button flashes again capacitors are warm again.
Was there a recall on this washer due to board fires? I have done no other tests (VOM) cant seem to find the manual, sites seem to have a problem. I have not pulled the board yet to look behind, I need to fix this soon or my wife will buy a new one no more SEARS, W-Pool, GE. Expensive washers only lasting a few years is a joke. My family have some that work fine 20 years with minor repairs. I only have a few more days Holiday!

If that capacitor is blown, the board is faulty. It is odd that the start button does not flash rhythmically with an error code, but with the board bad it is not totally surprising. Nice find! The board for your model is available below. Whirlpool 8564547 Control Board - AppliancePartsPros.com

Dose that raised top confirm bad capacitor and could something else have set it off? damaging the board? how about the heat? should they be warm?. should replacing the board cover the problem? Or could there be something else ? thanks for the input.

If the capacitor is misshapen it is bad, yes. It is difficult to know what may have caused it to fail or if it is just an electronic component failure. I believe that replacing the control will solve the issue, especially since the unit will work occasionally.
