The fan next to the condenser is not running. The fridge and the freezer seem to work now. They had stopped before, cleaned coils etc. but then noticed this fan was not working. Issue or not?

Yes it is a problem.
The unit will have problems maintaining the temperatures and the compressor will run longer and hot which is hard on it.
As you can see in the wiring diagram the evaporator and the condenser fans are wired in parallel with the compressor so both fans should run when the compressor is on.

When the compressor is on check the voltage across the fan.
If it is 120 volts, replace the fan.
