Ok, so this washer will not Agitate but spins and otherwise will go through the full cycle with no problem.
Removed the agitator and i can see the spindle move back and forth but when i restrict it, it will stop moving.
could this be a belt problem or am i looking at a transmission change?

thanks for any help you can provide.

Hi.

If the transmission pulley turns when you hold the shaft you have a bad transmission Part number: 134735700
Part number: 134735700

You will need to replace the seal also.

Here are the breakdown diagrams and Transmission parts for Frigidaire FEX831FS2 - AppliancePartsPros.com

Post the results.

ok, here is the deal.
i ordered the transmission and the seal from Appliance pros and all i received was the seals. i called and they said that the transmission was on "national back order" and they could not tell me when they could get it. in their defense they did say it was "out of stock" when i ordered it.
they were very prompt in refunding my money and i have not issues from AppiancePartsPros.com
goggled the part # and i was able to find an outfit in MI that had one and they shipped it to me immediatly.

i was able to replace the transmission in about 3-4 hours with help from this video and the PDF of the maintenance manual i found on this site.
Transmission Replacement (part #134736400) - Frigidaire Top Load Washer Repair - YouTube
couple of things i didn't know that freaked me out for a moment:
the Transmission mounts aren't pre threaded and have to be threaded by insertion of the bolts prior to mounting the transmission.
secondly when you release the tray that the transmission sits in it drops down and must be elevated to re-insert the screws that attach it to the washer(major pain in the ASS).

put it all together and works great.
thanks AppliancePartPros and Simon!!!
