My husband just replaced the belt on our Maytag washer. Is the washer idler pulley wheel supposed to turn? We thought it was turning all the time with the old, extremely torn up belt. With the new belt on it is not spinning. My husband thinks it should be spinning all the time.

My washer spins, it's the wheel that provides tension for the belt that is not spinning. I don't know if it is supposed to spin/rotate/turn or not or if it matters.
