I would check the terminal block on the back of the dryer (were the power cord is connected to the dryer) for burned wires. Also it should be 240V between two hot wires besides 120V between each hot to Neutral. Make sure you have 240V.

You said there is no 240V to the heater. I would recommend to check the power separate between each wire (wires should be disconnected from the heater) and the ground. Probably you'll find a 120V on the one wire and nothing on the another. Trace the wire with no power and see were it's going. The problem is some were there and it could be the timer too but I do not want you to waist money. Let me know your findings.
Be very careful working under the power!

I tried a different timer out of a working unit and still have no heat. I am not sure about checking power separate between each wire. I have a black wire at the heater on one side and the other side comes from the temperature control sensors on the blower and the heating element. With all wires cisconnected on the heating element, I still get continuity through the heating coil. I get separate continuity through eaxh of the temperature controls with the wires disconnected. I also get continuity through them through the heating coil.

I solved the problem. I checked the wiring diagram and found that the wire that I had mended came off from the motor to the Heating coil, probably while I was working on it. I had to take out the drum to find that it had disconnected at the motor. I reattached it and found heat. However I now need to put it back together. Wish me luck.
