it is too hot not to have an air conditioner not to work when it is 94 degrees outside. can you please help me?

Is it the indoor fan or outdoor fan? If you have noise it just could be bad motor or the fan has loosened form the shaft and hitting the cage and cousing the problem. Doe the outdoor compressor and fan come on. Need mor info
