My oven is taking a really long time to heat up and the broiler won't work. I get this error message sometimes but if I restart the oven it will eventually get to temperature. I'm thinking the top element is out, is that correct?

I cannot find any tech info on this unit.

Yes, it could be that the broiler element is toast.

Unplug the unit.
This is very important as many unit still have 120 volts on one side of the elements even when they are shut off.
Undo the screw/s holding the element to the back of the oven.
Gently pull the element forward so you can disconnect it from the wiring.
Disconnect it and measure it with a meter.
Most elements are around 20 ohms.

It is a good idea to clip something (clothespin etc.) onto the wires so they cannot disappear into the back of the unit when disconnected from the element.

Some units have a thermal fuse/cut-off in the broiler element circuit.
If element is OK then remove the back and trace the wires to the broil element to see ifn your unit has this.
It should measure 0 ohms at room temperature.
