For the second time have had to replace defrost heater kit in GE refrigerator only this time element heater has been redesigned. Connected blue and pink wire to new element heater, heater lit up very bright then went out. is that supposed to happen or have i damaged this part? After a few minutes iI can see coils beginning to freeze, is this supposed to happen? Also there is a green wire with a clip on the end (behind top of evap cover) of it, what if anything is this supposed to be connected to?

It must have been in defrost when you plugged it in. I would not think you damaged the heater. Yes you should see the coils freeze up after a few minutes and the clip on the green wire just presses on the evaporator cover to ground it. Refrigerator repair guide
