Refrigerator and freezer not cold, just a little cool, I noticed evaporator fan motor not working, if i replace should this fix the problem. I checked and got 13.4 volts from red and white wire and 13.4 from white and yellow wire ...

Check your schematic, some models change wiring to the evaporator motor.
You must have a square wave on one set of pins to the motor, chops the 13 volts in half to 6.2 as measured on a dc meter. This is a 6 pole induction motor, will not work without a square wave. If missing, the motherboard is bad. It is also best to replace the evaporator motor at the same time.
