Kenmore Electric range Model # 790.91062601

It has no bake or broil function, all else works. Have done some troubleshooting, here's what I've checked:

1) 230VAC at L1 & L2 on control unit
2) 1100 ohms on oven probe leads
3) 120VAC to ground on each lead for the bake and broil elements
4) 0 VAC across the leads for the bake and broil elements
5) 18 ohms across the leads of the bake and broil elements
6) infinity from each bake element to ground
7) 19 mega ohms from each broil element to ground

when I put to either bake or broil the control clicks once then clicks again, waits a few moments then repeats.

I appear to need the control panel from what I've gathered but does the broil element also seem bad with the 19 M ohm reading to ground?? Thanks!!
