whirlpool over head microwave: blower not turning on

It was made in 2009 and I've had it for about two years.
One day my wife noticed that the fan was not turning on. I can hear something click as I change the fan speeds from high-med-low-off, so maybe the controller/relay is working.
Maybe the blower motor just died? How do I verify that? I verified that the blower motor was free of obstructions and spun freely.

I pulled the blower on it.
Where's the cap located? Is it on the blower unit or remote from it?

I put a meter on the wires for the blower this morning: cap is .6 uF Black to Blue 61 ohms white to blue 115 ohms.
No scorching on the motor. I think the motor is alright.
