What's the voltage from the black & white wires? It should be right at 220-240 Volts.

Put your meter in continuity or ohms ( U Inverted ) and when the meter leads are separeted reading must be Infinity or open line (OL) or zero. CHeck your Heater element , must give you a number, but no (OL), that will mean the element may be ok, check the termostat it must have two wires put the meter leads one in each wire ...must give you a # , but not (OL) if it fail move the setting all the way to max . temp. check again . also it must have a limit control 2 Wires ...do the same one meter lead to each wire , that is the trouble shoot for a failed part. the one that is open is the one that is not allowing power to pass .good luck.......some limits are manual reset and have a small push bottom.that closes the swich and allow the power to continue its path.
