All functions of this GE Spacemaker (JVM140001) microwave work (panel display, fans, timer count down, etc.) except there is no heating. I have tested the HV capacitor (it measures 0.8 microfarads), the HV diode, resistance of the magnetron filament, and resistances of the HV transformer coils. All of these test ok.

Any other suggestions for tests? (I have no high voltage test equipment). What is the best guess as to what is keeping it from heating?

My GE Profile Je2160 did not heat, but had everything and I mean everything testing ok, including the magnetron filament. I eventually changed the magnetron and it works perfectly again.
