I have a Kenmore washer about 11 years old that will not spin at the end of a cycle but will drain and spin in between the wash and rinse of the main wash cycle. Is this a timer control problem?

Since it will through a complete wash cycle (fill, agitate, drain, spin,) then there does not seem to be a mechanical problem, so the like problem is the timer.

Try disconnecting, cleaning and resetting the connections to the timer first and see if that helps, probably won't but worth a try.
