I have an Armstrong Heating Unit when i turn the heat on no matter what temperature, it blows out cool air, and all of the electrical functions are working properly,

If you have electric heat you may have anything from a bad breaker to a bad sequencer to bad heater coils and safetys.
Gas furnaces do not usually allow for the blower to come on unless you actually have heat. Can you post any pictures of the unit?
