Even a new igniter could be weak, out the box.
You'll need to check the voltage to the igniter, from the control board.
*** These are live voltage tests, Be Careful ***
*** Unplug power cord, between tests ***
Disconnect the wires to the igniter ,
Place your meter probes across the 2 wires from the control,
Program a bake cycle and set temperature.
In a few seconds you should have a reading of 110 to 120 VAC. on the wires from the control.
Reconnect wires,
Re program a bake cycle,
Within 60 seconds of the igniter starting to glow,
You should be able to read a minimum of 3.2 amps, with the ammeter clamped around one of the igniter wires,
Or, a minimum of 3.2 VAC across the terminals of the bake burner valve.
Low amperage draw, or low voltage at the bake burner valve, indicates a weak igniter, or low voltage from the control.
Since you've checked all your wiring, I'm guessing, a weak igniter out the box.
Another Quick easy check,
Be careful, don't damage anything...
Switch the igniters, Broil igniter to the bake burner, and vice versa.
If we have a weak igniter, the problem will appear at the broil burner and the bake burner should work.
