Washer does NOT power-up. No lights, etc. YES have verified electrical outlet working (test light & separate desk lamp used to test)

What are likely cause ??

Water drips into the machine when it’s shut off and eventually starts a cycle. Shutting off the hot water stops this. Know a solution?
