Does agitator supposed to spin non stop or spin and stop during washing cycle?

Hello. This is not another "agitator spins freely in both directions" kind of situation. The agitator has worn off dog teeth. I couldn't find proper socket so I temporary fixed it by adding a strip of rubber from old bicycle tube between dogs and agitator's teeth. When tested manually it only spins top part freely clockwise and catches bottom part when spin counter clockwise - good. However during wash cycle the agitator seems to be just spinning clockwise, without the "stop" motion, as if there is no friction to stop it. Is this normal? Thank you. P.S. It seems it supposed to move back and worth, slowly advancing clockwise. In which case I believe it's the thrust washer that needs to be replaced (plastic ring with tabs between top and bottom agitators) Again as a temporary solution I cut a ring out bicycle tube, put it on top of the thrust washer and it seems to be working for now.
