Fridge is cooling, but only a little, not enough. Freezer foods are thawing.
I took out the evaporator cover and there was some ice on the wires, which I removed, but none on the coils.
Not sure if my model is frost-less, I can't find any information about it on the internet.
I don't know where the defrost timer is to test it and see if it clicks.
Where do I go from here?

Is the condenser fan running? Its the fan in the back, underneath the fridge. Do your coils look like this?  That is what happens when your fridge has lost most of its freon.

Initially when I took off the cover, the evaporator fan wasn't working well (like a broken/stuck clock hand going back and forth). I spinned it manually and unplugged it, plugged it back in and it started working again. Frost seems to be coming back now. I'm not sure if that fixed it.

Only the top coils have frost now 24 hours later. I caught the fan not working again, but it was working this morning. I'm not sure if it's just the fan or more things wrong with it. Should I try adding WD-40?

If you had enough freon, all of the coils would have a light coating of frost.
When your sealed system is low on freon, there is not enough freon to frost the coils completely and you loose a % of your cooling capacity.
The picture I posted has lost about 97% of its cooling capacity. Yours sounds like its lost 80% or more of its cooling ability. The fan motor not running just makes it worse.
You probably have a leak or leaks that has allowed your freon to leave the sealed system. Finding and repairing the leaks and refilling the system, which is time consuming and can be expensive, is about the only way to fix this.

Thank you. So the only way would be to get someone to repair it?
We also had a problem when we first got the fridge where the fresh food was freezing even on the lowest setting, things like that. Along with the fan motor, do you think we just bought a lemon and we should cut our losses and get a new one?

This is the part that controls defrost and more. You can have someone check it, but if its low on freon, its going to cost a lot and fixing the sealed system may not fix all that is wrong with this fridge. I could be wrong, I've been wrong before, but from what you've told me, I'd say save your money and put it on a new refrigerator.
