Kenmore 970-17802-50 will wash but not spin - seems like a switch problem

The washer is a Kenmore stacking washer. Model number 970-17802-50, which I understand from my last repair is made by frigidaire.
We noticed that it did not go through the rinse cycle at the end of the wash so we tried to turn on only the rinse cycle, and nothing happened.
We then tried to do a short wash cycle, and the switch didn't work. I reset the breaker and it did turn on in both cycles, but when in rinse mode it just made a slight (normal) noise, but the basin did not spin. When I opened and closed the lid this noise would start and stop.
Any idea what the problem could be? My research points to a belt issue but I want to make sure I'm not missing anything simple before I take the whole thing apart.
I really can't explain the switch not working consistently either, which is another reason I'm hesitant to conclude it's the belt or motor.

I also made a video that might help. Note that the switch does start the motor sound so I don't think it's the switch. Also note the sloshing sound when I turn the basin by hand - could that be the source of the problem? https://goo.gl/photos/d9NM6UN6vRVUtU4s6
