Our 2-1/2 year old Kenmore Double Oven lower burner in the upper oven stopped working after my wife ran a clean cycle. I pulled the element. It has 180 ohms resistance across from lead to lead so I assume it is OK. I hooked up the voltmeter from lead to lead and turned the oven on to check voltage. No voltage. All the controls work as if it is on. What do I do next?

Further checking shows the broiler element in the upper oven also doesn't work. Looking at the wiring diagram, I would suspect the thermal fuse. Where is that located? Do I need to pull the oven from wall?
