Our fridge temps fluctuate from 34-48 degrees and our freezer temps fluctuate from -8 to 10 degrees. Every two months we empty both sides and unplug for three days. When we plug back in, it seems ok for another 2-3 weeks then begins fluctuating again. This has been going on for years. We've replaced the defrost timer twice, but that hasn't fixed the problem, either. Also, sometimes the freezer fan is noisier than other times.
We have called for GE factory service on three occasions. The techs don't seem particularly skilled because they haven't gone past defrosting, cleaning the condenser or replacing the defrost timer.
Is this problem fixable and if so, what do you recommend?

Most probably a sticking freezer control behind the control panel, the one that shuts the compressor off. Try spraying it with a non-residue contact cleaner available at Walmart.

Thanks. Would that also be the cause of the refrigerator temp fluctuating? When we unplug the box for two days and restart it the fluctuations in temp are 10-13 degrees. After several weeks the fluctuations are as much as 30 degrees. Where is the freezer control?

The online diagrams do not show the control panel, you will have to find it yourself.
