Microwave has 2 over-the-range lights. The glass lens broke on one of them because the bulb was apparently touching the lens. The bulb will wiggle up and down about an eighth inch. In addition to a new lens, and a new bulb, do I also need the bulb holder, and if so, does it plug in or solder in. What else do I need. Is it easiest to remove that bottom panel?

It's very easy to remove the bottom panel. Just unscrew all screws around. Inspect all parts and you'll see what has to be replaced and what can be fixed without replacing.
