I have a GE over the counter microwave. When you punch in the time, the microwave comes on, counts down, but the turntable doesn't turn and it doesn't heat. My husband is very handy, I need help!!

what do u mean the microwave "comes on" does the interior light and fan come on? You may have a problem in the heating circuit, which is not something a general handy man should be messing with. There are high voltages there. The heating circuit consists of the high voltage transformer, HV capacitor, HV diode and Magnetron.

The lights all come on and the microwave clicks like it is going to run, but the time just counts down and it doesn't heat.

Yes then its something in the heating circuit. The primary side of the transformer is your household 120 volts, the secondary is about 2000 volts if memory serves. It takes special equipment to test these parts.
but 9 times out of 10 its the capacitor, diode or magnetron tube.
